    An improved algorithm for optimum structural design with multiple frequency constraints

    An optimality criterion (OC) method for minimum-weight design of structures having multiple constraints on natural frequencies is presented. In this work a new resizing strategy is developed based on relaxation techniques. A computationally adaptive control parameter is used in conjunction with existing OC recursive formulae to promote convergence of optimum structural designs. Some considerations regarding the coupling of the modified Aitken accelerator with the OC method are discussed. Improved and rapidly converged minimum-weight designs are obtained when using an under-relaxed recursive scheme combined with the modified Aitken accelerator

    A welding torch for plasma arc welding apparatus has an inert gas applied circumferentially about the arc column externally of the constricting nozzle so as to apply a constricting force on the arc after it has exited the nozzle orifice and downstream of the auxiliary shielding gas. The constricting inert gas is supplied to a plenum chamber about the body of the torch and exits through a series of circumferentially disposed orifices in an annular wall forming a closure at the forward end of the constricting gas plenum chamber. The constricting force of the circumferential gas flow about the arc concentrates and focuses the arc column into a more narrow and dense column of energy after exiting the nozzle orifice so that the arc better retains its energy density prior to contacting the workpiece

    A welding torch for plasma arc welding apparatus has a transparent shield cup disposed about the constricting nozzle, the cup including a small outwardly extending polished lip. A guide tube extends externally of the torch and has a free end adjacent to the lip. First and second optical fiber bundle assemblies are supported within the guide tube. Light from a strobe light is transmitted along one of the assemblies to the free end and through the lip onto the weld site. A lens is positioned in the guide tube adjacent to the second assembly and focuses images of the weld site onto the end of the fiber bundle of the second assembly and these images are transmitted along the second assembly to a video camera so that the weld site may be viewed continuously for monitoring the welding process

    Leveraging Spatial Diversity to Mitigate Partial Band Interference in Undersea Networks through Waveform Reconstruction

    Many acoustic channels suffer from interference which is neither narrowband nor impulsive. This relatively long duration partial band interference can be particularly detrimental to system performance. We survey recent work in interference mitigation as background motivation to develop a spatial diversity receiver for use in underwater networks. The network consists of multiple distributed cabled hydrophones that receive data transmitted over a time-varying multipath channel in the presence of partial band interference produced by interfering active sonar signals as well as marine mammal vocalizations. In operational networks, many “dropped” messages are lost due to partial band interference which corrupts different portions of the received signal depending on the relative position of the interferers, information source and receivers due to the slow speed of propagation. Our algorithm has been tested on simulated data and is shown to work on an example from a recent undersea experiment

    The stellar mass function of galaxies in Planck-selected clusters at 0.5 < z < 0.7: new constraints on the timescale and location of satellite quenching

    We study the abundance of star-forming and quiescent galaxies in a sample of 21 massive clusters at 0.5<z<0.7, detected with the Planck satellite. We measure the cluster galaxy stellar mass function (SMF), which is a fundamental observable to study and constrain the formation and evolution of galaxies. Our measurements are based on homogeneous and deep multi-band photometry spanning u- to the Ks-band for each cluster and are supported by spectroscopic data from different programs. The galaxy population is separated between quiescent and star-forming galaxies based on their rest-frame U-V and V-J colours. The SMF is compared to that of field galaxies at the same redshifts, using data from the COSMOS/UltraVISTA survey. We find that the shape of the SMF of star-forming galaxies does not depend on environment, while the SMF of quiescent galaxies has a significantly steeper low-mass slope in the clusters compared to the field. We estimate the environmental quenching efficiency (f_EQ), i.e. the probability for a galaxy that would normally be star forming in the field, to be quenched due to its environment. The f_EQ shows no stellar-mass dependence in any environment, but it increases from 40% in the cluster outskirts to ~90% in the cluster centres. The radial signature of f_EQ provides constraints on where the dominant quenching mechanism operates in these clusters and on what timescale. Exploring these using a simple model based on galaxy orbits obtained from an N-body simulation, we find a clear degeneracy between both parameters. For example, the quenching process may either be triggered on a long (~3 Gyr) time scale at large radii (r~8R_500), or happen well within 1 Gyr at r<R_500. The radius where quenching is triggered is at least r_quench> 0.67R_500 (95%CL). The ICM density at this location suggests that ram-pressure stripping of the cold gas is a likely cause of quenching.     Chamber free fusion welding root side purging method and apparatus

    A method and apparati are presented for non-chamber root side purging in fusion welding of oxygen reactive metals which require that the molten weld zone and local solid areas of the weld seam remaining at high temperatures be shielded from normal atmosphere to prevent degradation of the welded area. The apparati provide an inert atmosphere to the root side of a weld joint through a porous medium whereby the jet-like thrust of the plasma arc actually draws the continuously supplied inert atmosphere into the path of the molten or high temperature solid weld zone. The porous medium is configured so it can be placed at the borders of the weld seam and substantially parallel to the seam without restricting the view of the root side of the seam. The inert gas is dispersed evenly through the porous media and across the weld seam, at the point of arc penetration and in front of and behind the arc. The apparati can be constructed so as to limit the amount of inert gas flow and can be mobile and travel synchronously with the welding arc

    A detailed analysis of the Icelandic commercial population-wide genomics database project of deCODE Genetics was performed for the purpose of providing ethics insights into public/private efforts to develop genetic databases. This analysis examines the moral differences between the general case of governmental collection of medical data for public health purposes and the centralized collection planned in Iceland. Both the process of developing the database and its design vary in significant ways from typical government data collection and analysis activities. Because of these differences, the database may serve the interests of deCODE more than it serves the interests of the public, undermining the claim that presumed consent for this data collection and its proprietary use is ethical. We believe that there is an evolving consensus that informed consent of participants must be secured for population-based genetics databases and research. The Iceland model provides an informative counterexample that holds key ethics lessons for similar ventures

    Enhanced Safety Surveillance of Influenza Vaccines in General Practice, Winter 2015-16: Feasibility Study

    BACKGROUND: The European Medicines Agency (EMA) requires vaccine manufacturers to conduct enhanced real-time surveillance of seasonal influenza vaccination. The EMA has specified a list of adverse events of interest to be monitored. The EMA sets out 3 different ways to conduct such surveillance: (1) active surveillance, (2) enhanced passive surveillance, or (3) electronic health record data mining (EHR-DM). English general practice (GP) is a suitable setting to implement enhanced passive surveillance and EHR-DM. OBJECTIVE: This study aimed to test the feasibility of conducting enhanced passive surveillance in GP using the yellow card scheme (adverse events of interest reporting cards) to determine if it has any advantages over EHR-DM alone. METHODS: A total of 9 GPs in England participated, of which 3 tested the feasibility of enhanced passive surveillance and the other 6 EHR-DM alone. The 3 that tested EPS provided patients with yellow (adverse events) cards for patients to report any adverse events. Data were extracted from all 9 GPs' EHRs between weeks 35 and 49 (08/24/2015 to 12/06/2015), the main period of influenza vaccination. We conducted weekly analysis and end-of-study analyses. RESULTS: Our GPs were largely distributed across England with a registered population of 81,040. In the week 49 report, 15,863/81,040 people (19.57% of the registered practice population) were vaccinated. In the EPS practices, staff managed to hand out the cards to 61.25% (4150/6776) of the vaccinees, and of these cards, 1.98% (82/4150) were returned to the GP offices. Adverse events of interests were reported by 113 /7223 people (1.56%) in the enhanced passive surveillance practices, compared with 322/8640 people (3.73%) in the EHR-DM practices. CONCLUSIONS: Overall, we demonstrated that GPs EHR-DM was an appropriate method of enhanced surveillance. However, the use of yellow cards, in enhanced passive surveillance practices, did not enhance the collection of adverse events of interests as demonstrated in this study. Their return rate was poor, data entry from them was not straightforward, and there were issues with data reconciliation. We concluded that customized cards prespecifying the EMA's adverse events of interests, combined with EHR-DM, were needed to maximize data collection.
